Sorry. I got bitten by this too - you need to tick the 'exact match' box in the keyword tool. There's only 480 searches for the exact phrase.

I'd say low $xx value if that.

The line for exact match is not shown in your image. The line would show:

[who will]

I expect exacts are very low and I feel there is not much value to the domain, sorry.

yeah, you can see in the image that the 'exact match' screenshot isn't ticked.

It's really not made clear by google though. An easy mistake to make - I only just found out about it myself after pretty much the same thing happened to me.
