I am beginning to think so. Technically and administratively each country is responsible for their own country code level domains. We wouldn't get into these Sunrise issues, as each country could decide on their respective TM policies. Why do we need a global body to tell us what we can and cannot do.
The more I think about it, the more dot US looks good every day.
We still would need a "central body" to watch over the black box, but I'll be damned if we need an ICANN to do it. Each country could appoint a non-partisan representative to make decisions on the black box that recognizes each ccTLD.
