Understanding "clientHold", "clientRenewProhibited," ...

tl;dr—newbie interested in two domains that would be great to use for my biz. I want to understand the status in order to figure out how to proceed.

Me:
- Have a few domains for my own business (coaching); less than a dozen.
- Understand the basics of domain names but not the nuances of buying/selling.
- Looking to use, not turn over.

The situation:
There are two domains I'm interested in acquiring if available. Neither domain is in use at the moment. One has the following:

Registrar: Dreamscape Networks International Pte Ltd
Registered On: 2017-08-10
Expires On: 2023-08-10
Updated On: 2023-08-11
Status: clientHold
Name Servers: expiryparkpage1.crazydomains.com, expiryparkpage2.crazydomains.com

There's contact info with name, address, phone, etc. But I'm not sure what I would say or how to proceed. Looks like it's already expired? Maybe for non-payment? How long will the registrar "hold" it? Should I reach out and make an offer, or wait?

The second (very similar) domain has the following:

Registrar: GoDaddy.com, LLC
Registered On: 2022-01-10
Expires On: 2024-01-09
Updated On: 2023-01-14
Status: clientDeleteProhibited, clientRenewProhibited, clientTransferProhibited, clientUpdateProhibited
Name Servers: ns71.domaincontrol.com, ns72.domaincontrol.com
Registrant Contact Name: Registration Private
Organization: Domains By Proxy, LLC

I'm taking this to mean that this domain, while not expired yet, is also on the chopping block...? Again, given this information, what's the right way to proceed?

As I said, the two domains are close variations of each other and I can't help thinking they're related, likely the same person.

Any thoughts or advice would be greatly appreciated!

One sounds like it’s about to drop or go to auction, the other is locked, to avoid it being hijacked.
