It's by IP, not nameserver nor domain name.

secureserver.net has many, many IP addresses. Certain IPs on secureserver.net may indeed be blacklisted at certain times. When you park a domain at GoDaddy it may or may not go on one of the blacklisted IPs.

Whois.sc is great but not perfect. I run across lots of drops that appear to have never been registered according to them but it's quite evident it has since it's a drop.
