If the question is about cleaning the accounts.
DNF had huge problem > we were unble to send out system-wide emails without destroying our authority as we had tonnes of:
1) accounts with dead emails
2) accounts that have forgotten why and when they joined the DNF (this resulted in lots of spam complaints)
3) a significant quantity of spam accounts
4) users with disposable accounts
All the above prevented us to be able to deliver service messages to our active users, who would actually benefit from such messages.
+ we were getting ready to be able to send out weekly newsletters to users who wish to receive these.
What was done:
1) We posted several posts announcing on DNF that there will be account cleaning
2) Did try several times sending out emails to all the users > due to the above mentioned issues >> many of these emails did not get ever delivered or got delivered with huge delay. These attempts did destroy couple IPs of ours.

We did remove:
1) all 10-23 years old accounts that have 0 comments and 0 threads (accounts that haven't contributed a single line/word contribution to forum)
2) all accounts created using disposable emails
3) Large number of spam accounts (by identifying a specific pattern that was used by lots of spammers)

Result > now, we are able to send out email newsletters, and DNF is back from the dead >> now we finally see lots of new posts made here on daily basis.
