What time of day does a domain delete? Morning? Afternoon?

What timezone?

And who is in charge of the delete? Or who accualy deletes it? The registrar? ICAN?

And does it alwasy delete on the day all these expiring DN sites say it will.

I am new and homing for a name that should delete according to my time zone today.
