Did google drop domain parking requirement?

I thought there is a "your site generates more than 750,000 page views per month" requirement to use google domain parking. I browse around can't find it anymore. Did they take it out? Has anyone tried to apply with google with just less than 150 domains?

They no more specify the number but still "AdSense for domains is currently available to large domain portfolio owners".

The page views number did not make sense, someone might have 100K highest quality traffic and can get in, someone can have 1 mil. of crap traffic and will not get in. IMHO.
