Display issues using ie7 browser

As of yesterday 07/29/08 dnforum has a cgi style bulleting board look instead of the maroon gray display. I have cleaned my cache and thought that it was a site upgrade issue. Today I get the same forum page that looks like something from 1990?

Anyone know whats going on and how to fix the situation?
