how can you register an idea for a web site?

i mean if someone has the idea to develop lets say the facebook
how can he register this before he actually make it only with a description of how it will be?

Well, you can't register an idea per se but you might be talking about getting a patent and thus having a certain level of claim. Wouldn't hurting registering the domain as it relates to the idea ;-)
