I'm not sure about this, but I was under the impression that you could register IDNs like make$.com

Is this incorrect?

If it's not, how would I go about registering a name like that?

Please clarify, I would really appreciate it.

Yes it can be reg'd in form of e.g. "赚$", but I did a search

Simpified Chinese - 赚$, 赚$$
Traditional Chinese - 賺$, 賺$$

All gone!

if it was available I could register make$.com?

and Joe Blow from the U.S. could type in his american keyboard make$.com and it would work in their IE7 browser?

I dont think so. make is an english word, its not an IDN. $ only works with IDN names I think.

yes you could but it would be a waste of reg fee as ppl aren't likely to type it in.

But if I wanted to, where would I begin?

I typed in make$

and it showed the whois for make.com

ICANN have not released the $ symbol,
and it is likely they will never do so; and
so names like make$.com are not possible.

Other currency symbols, however, have
been released; I think Matt (Dillpup?) is the
best one to ask about exactly which ones
have been released, but then I guess 'cute
words' may not look quite so cute in a
(possibly unfamiliar) other currency.

.biz, I believe, allow the $ symbol in their
domains...

$ is against the standards for any kind of domain name. Period. There is a very limited set of allowed characters, which is why we have to use xn-- encoding. Other currency symbols weren't "released", they simply became possible to register due to the IDN implementation, as they could be encoded in xn-- format.
