probably because it was sold off privately after being informed the domain would be renewed.

In 2013 few people understand the value of domain names.
Of course, you don't expect government employees to be more knowledgeable than marketing departments.

It is a very interesting case study for a few reasons...

1. It is now clear the Government will not sale a name it is the owner of.
2. Network Solutions at least appears to sell names privately to private corporations who apparently either ask or offer enough. Essentially you are not getting the most desired names on drops...
3. The possible ICANN/RAA violation that may have taken place when they do this.

@Katherine, I bet youre right.

As for inside assistance, no, doesn't need to be, get the right person on the phone at NS, make a huge offer and suddenly there is no drop! This only works if the name is in the grace period though, a period which is given and apparently taken at the rar's liking.
