Looking for a talented web designer

After a couple of failed attempts, I am looking for a designer to use on a couple of projects. Must be fluent in XHTML/CSS, jQuery, Photoshop, Illustrator. MUST speak fluent English. Reliable to meet deadlines. I have wasted three months and gone thru four different designers, so I am crossing my fingers on this one.

If you can recommend any forums besides DNF, NP, and WHT, I can do a little hunting around myself.
