This is a straight up scam attempt. Unfortunately you agreed to pay him with PayPal even though the whois info didn't match at all..? ..

Anyways, here's my unedited PMs with him (newest at the top):

I'll spell it out to you

person selling is a scammer
they can't sell as owned by an oil corp, see whois
http://whois.domaintools.com/moil.com

did you not check first?

now see the whois of the domain he pushed you
created yesterday!
i.e was a planned scam

contact paypal NOW and file a chargeback and dispute to get your money back and stop arseing around in this thread
as the seller will probably never turn up again

I have to appeal paypal. now waiting to hear from them.

good
hope you get full refund
if necessary you could include the link of this thread for them if any doubt

one caveat we need to add is o/p may have had account hacked and some rogue individual is trying a scam

@Heros

when you paid by paypal, what was details of the seller
email and name and address etc..

both emails bit of a coincidence being @interfree.it
even if both based in Italy

email the bloke and tell him you have done a charge back with paypal, if he doesn't instantly send your cash back you are reporting it to police
Italy and Turkey are both in EU so he needs to sit up and listen as he will get a knock on the door from the boys in blue otherwise

let us know how you get on?

Bullshit. It is an obvious scam and why the hell would he not just instantly refund his PayPal payment? It's only a button click.. Scam, scam, scammer ...

Addendum to to the top comment--

But tell him that he must FIRST refund all monies FIRST, then you will send him back the domain..... and that he must do quickly :)

The domain (RNOIL.COM) is worth $0, so that's not much of a collateral.

Another reason I never buy domains on the weekend, at least not from people I don't know. During business hours, one can call the number in the WHOIS and verify what is for sale, if dubious.

This thread is a clear attempt to defraud. Unless the seller refunds the money they should be banned.

do you understand English @ HEROS?

Go to PayPal. Login with your working username and password.
Find the transaction (where you paid for the domain) and scroll near the bottom. You should see something that says "
If there's a problem with this transaction, you can attempt to resolve it directly with the seller by reporting it in the Resolution Center within 45 days of the transaction."

File a dispute using that transaction number. Escalate it to a claim as soon as it will let you. Make sure to be descriptive and give as much info as you can. Include any conversations that you have had with the seller, this thread and anything else that may be considered evidence.

Submit.
