Wanted: Service Need a one of a kind website done

The information is confidential at this time. What I can say is the
site will be a sort of Dear Abby site with members asking questions and responses.

Should I do this as a forum or create a service such as $25/yr for unlimited questions, or $25 to joun a forum and free answer to questions.

Any ideas, and I need some who is really good and can imagine this.
Please let me know. I am open to making it a blogging site as well.
SO skinning will be a big deal. It's almost a virtual school based on the learners level. and the more I think about it, the more I think a forum will be best...a skinned forum then people at one level have access to one thread and learner 2 can access thread 2 and the rest threads are for anything else.

Yeah..I'be got it in my head now...I'm excited about this. Interested parties whould show me their protfolio and rates for as job lets say a one day 8 hour day work. Flat price, may be flexible.

In brief, I suggest:

1. Create a forum and use vB for it.
2. Get some traffic (the hard part).
3. Once you feel there's enough demand, you can use the vB charging module and make certain forums inaccessible to those who don't subscribe. Like here on DNF.
