Pedigree Database clone?

I am putting together a site for a national breed club and one of the things I'd like to add is a registry for the dogs.

I'd like to be able to fully manage the filelds (health certifications, name, owner, kennel, etc.) and have them searchable too (be able to search by a certain health certification or title, etc..).

I would also like to have the ability for users to upload images (pictures of their dogs, etc. after the listing has been approved).

Approval for entries is a must and admin approval for some fields would be a huge plus (we're requiring proof before health certifications are posted, etc..)

The site is Joomla based so a Joomla plugin would be a huge plus.

I've emailed with the developers a little and it seems close to what I want but not completely there.

I can't add / edit my own entires
Auto approval is all or nothing.
There is quite a bit of customization involved (which will drive up the price) - like advanced search, the health certifications we want, etc.
Template is it's own, not based on what the site uses.
