The algorythm has been compared with recent years domain sales to trying to have results that makes sense as better as possible.
Premium domains are simply domains scoring +400.
The limit is low to allow most of you having some premium domains and even with this low limit, less than 10% of domains are certified as premium.
Because there is a so huge difference between the low and high premiums you really need to give your domain score when you communicate about your domains.

About the question, will you sell more having a domain certified as premium.
My response is that it can only help you, sometimes a lot, sometimes a little.
Because out of the domaining world when we are not talking about high premium names, the potential buyer has no clue about his value.
Having an external third party confirms about the metrics quality of your domain for sale cannot hurt you, it's the inverse, it can only put the buyer more comfortable, and more when you are asking a significant price.
Now the use of the "certified premium" for the premium names having a low scoring will not help you if the only place you want to sell your domain are forums, I explained many times the reason.
