There could be a lot of reasons for a written appraisal.
Estate, divorce, charity donation. The appraisal may be worthless as far as actual value goes, but priceless in other circumstances.

A Professional Domain Appraiser is a mythical beast - think of them as you would unicorns or leprechauns. If you just need a paper to show some one - anybody can do that for you and claim to be a PDA. In fact why not just do it yourself - there is nothing stopping you from claiming you are a PDA too.
