A couple of questions about .ca's:
1. Where the least expensive and most reliable place to register
2. What is the going annual registration fee
3. What are the restrictions on ownership? Canada residents only, etc.?

Least expensive that I know of and can still trust is 10dollar.ca
Registration fees range from 10dollars low $10 C$ to stupid levels at some other registrars. Most reliable and trustworthy registrars are between $12 and $15 C$.
This is the hitch for our American friends - much like .us you must meet certain requirements.
Registrants of .ca domains must meet Canadian Presence Requirements as defined by the registry. Examples of valid entities include:
* a Canadian citizen of the age of majority,
* a permanent resident of Canada,
* a legally recognized Canadian organization,
* an Inuit, First Nation, Métis or other people indigenous to Canada,
* an Indian Band as defined in the Indian Act of Canada,
* a foreign resident of Canada that holds a registered Canadian trademark, or
* a division of the government
