Press release on SnapNames.com home page:

On August 23, VeriSign Registry's domain name Wait-Listing Service (WLS) was approved for future introduction. This technology, developed by SnapNames, will guarantee the subscriber successful registration of a domain name in the event it is released by its current registrant.

Until implementation of the WLS service, SnapBack remains the best and most effective method for back-ordering currently registered domain names. We'll be in touch shortly with more information about the timeline for implementation of WLS, and other details about the service. In the meantime, please feel free to contact our support staff at 1-800-385-4075 (international calls: (503) 241-8547) with any questions.

Thank you again for your business.
Best regards,
Ray King, CEO

How much money Verisign and Snapnames spend on ICANN Broad members to get this result?

Though I would never assume that there was any corruption involved in the vote, revenue estimates for the WLS have been made at $70M-$100M a year, so there is significant motiviation for Verisign to make this happen...

Not one name needs to actually be grabbed for these revenues to be gained by the way. It may even be in the best interest of Verisign for names to NEVER be picked up...
