Interesting how the term "wasted" is frequently used to describe parked domains. Goes to show that a lot of people still feel strongly that a parked domain is not being used to its fullest potential: a developed website featuring regularly updated relevent content or products/services available for purchase.
I say to those users who complain about parked domains -- what's one more click of the mouse to get to the relevant content you're looking for?

Parked domains - properly optimized, of course - display ads intended to help users find what they're looking for. Click on an ad and that user will likely get to some relevant content or the products/services being sought. Just because the domain owner didn't actually "develop" the name doesn't mean users won't find what they expect to find. But some people complain that a domain is "wasted" because it's parked and not properly "developed".
As someone here already pointed out, if the domain is earning money for the owner, great! I'm pretty sure the owner doesn't think the domain is being "wasted" when those parking payments come in each month!
Parking is a totally legitimate and potentially profitable use of a domain name! But if someone thinks they can put a particular domain to "better use", let them put their money where their mouth is.
