I think the root of the problem here is more or less the acquiring banks and even more so, Visa.

Paysystems, GloBill (AFAIK), iBill and BrightPay all went downhill when they got axed by either their bank or Visa (or sometimes MC?).

Due to circumstances beyond our control, we must terminate our myPaySystems Internet Billing Account (IBA) services. This unfortunate situation is due in part to, restrictions imposed by the VISA/MasterCard association on processing of Internet credit card transactions by third party billing companies, and, our acquirer Pago eTransaction Services GmbH/Deutsche Bank, suspending our accounts and accelerating the termination of our IBA processing capabilities.

I think it is quite hard for third party processors to maintain their acquiring bank for an extended period of time. Many have backups and are able to move with little downtime, iBill as of late has suffered hugely for their delays.

This is not an uncommon problem among third party processors it seems.
