Consult a lawyer. I believe it would be classed as a pyramid scheme, precisely because there's no money coming in from outside. Members rely on the "greater fool" theory to make money i.e. the folks at the bottom of the pyramid HAVE to get burnt.
You would need an infinite amount (not a large amount, but an INFINITE amount) of stupid people willing to pay every month in order for everyone to profit. And since there are only 6 billion people in the world, that's impossible, even if we assume the ludicrous, laughable idea that everyone in the world will participate. Some people (most people?) will get burnt - another characteristic of a pyramid scheme.
At first glance, this will (perhaps) make you a bit of money - then land you in jail!
