I live in San Diego, where there is PLENTY to do with usually great weather, surfing, skiing, cycling, etc. And with computers/internet, more to do than ever in the history of the earth.
There is simply no way to be "bored" in this place and time. Perhaps if you live in the desert, with no internet connections, no charity work to be done, no recreation available, it's possible to be bored, but that's really got to be a rare case.
What people generally mean when they say "I'm bored" is "I'm boring", or to uncreative/unimaginative/uninspired to step outside (or online) and do something.
You usually hear this from young people who grew up with 24/7 stimulation, and can't even ride in a car anymore without a DVD player showing a movie or ride a bike without an iPod. Those people are unable to deal with life when not being entertained, and are uncapable on entertaining others.
