Which registrar charges the least for transfers?

Which domain registrar charges the least for transferring domain ownership, and which does the quickest job? Register.com is now charging $200 to do it, so I transferred some domains to OnlineNIC and they will not answer my emails concerning the transfer of domain ownership.

Transfer is really is free at some registrars - but includes one year renewal cost.
