If I own a domain and it ends up as one of these WIPO cases, who pays my costs if I get to keep the domain.

You do. Registrants don't get their costs paid if they win a UDRP proceeding.

Although going ahead with a single member panel is a serious hazard, there are no fees charged to the domain registrant to file a response.

The original idea was that it would be a simple, lightweight do-it-yourself kind of thing. It has played out... differently.

Can you bring a civil case to reclaim them then if the action was unreasonable..

What sort of costs are likely to be incurred? ie: can you defend yourself .

Theoretically, yes, but there is only one such case seeking damages after an RDNH ruling of which I'm aware, and it was only recently filed. Ask again in a few weeks. :)

"What sort of costs are likely to be incurred?"

Mailing the hard copy of the response to the complaint and the dispute resolution provider... and/or faxing it. Maybe obtaining a copy of the complainant's tm file from the USPTO... photocopies... There are no fees assessed UNLESS you want a three member panel and the complainant has not already paid for a three member panel. In that case, you will pay around $1500, depending on the provider.

" ie: can you defend yourself"

Yes. You can fix your own plumbing too, if you are willing to live with the results of your plumbing skills and experience.

I recently did minor surgery on my hand, and it came out okay!

I'm not too bad on the plumbing, but I've got a bad record on the legal front. I won't post how much I lost a couple of years ago.

I had a WIPO case once and managed to win :) The complainant finally bought the domain from me and they also covered the costs of Fedex (as I sent my response to them and WIPO by courier) and some other costs associated with filling my response :)
