$200 is not much if you are serious about your community project. Go with VB which is much much more accountable and reliable than all the other options.

From personal experience I can tell you that many internet "forum users" are most comfortable interacting on vBulletin software. It seems to be the standard for hundreds of larger and most successful forums.

For my 2 cents, vB will give you a better chance of success in getting new visitors to sign up and almost zero complaints from "members" as they are familiar with the features.
