We dont want restrictions on buyers, we want restrictions on scammers.

The auction house could pay interest on deposited money, why not.

The deposit would presumably not be required from someone who had already established a relationship; if you are a customer of the auction house, in good standing, then a deposit would not be as needed; maybe the ceiling could be much higher.
