Wanted: Service Help needed... difficult to explain

Unfortunately I have not got a clue about the following and desperately hope someone might be able to help me with this one. Not to get into any trouble I have removed the siteÂ´s names and IDs.

I am running a travel site ( affiliate program from WCTravel ), that shows hotrates for particular cities.
You can enter your own html for the header and footer or your own css file ( which I donÂ´t ), but then they show on ALL hotrate pages as the same.

When I was looking through search engines to find out why other affiliate sites were doing much better, I found a particular competitor who has different meta tags for each city. While mine have the same ( above ) title and tags for those sites, the competitorÂ´s title and meta tags are specificly for each city:

I am really interested in how they get the different meta tags for each site and would very much appreciate help with this.

You can't do that without some back-end code. Pretty much, their links pull data from a database that generates the keywords on-the-fly and then iserts them in the HTML of that landing page.
