the last three days my CPCs are up, but the variation is still high anywhere from 3 cents (for US traffic) up to $9..I dont like the variation, but at least the overall CPCs are pointing up

Same here. The concept is, low PPC on high traffic domains and high PPC on low traffic ones. It just doesn't generate more revenue other than alter the average PPC.
