I agree with the above - but it shouldn't be this way.

If you have a 'for sale' board outside your house, it shouldn't mean someone can take it from you.

Exactly the point. It is almost impossible to prove legitimate rights to a dictionary word without also showing some kind of developed site or plans to develop. The Panel thinking on the issue needs to be changed from the top down.
