I think it became a "joke" and thus elevated him to some "tough" appraisal expert status.. Reality is he made a joke out of the appraisal system on the backs of some very good domainers.

This is EXACTLY something that we do NOT want to see here: rendering so-called "appraisals" of "$0" or "Reg fee" which are so authoritative in tone but actually come WITHOUT any elaboration at all. They make our Appraisal forum a laughing stock.
To be perfectly honest... many of his appraisals were PERFECTLY HONEST! Many people don't appraise names because many of the names people want appraised are GARBAGE (and its not a *bad* thing... they just ARE.) Dr.Who did give many positive appraisals, whether acknowledged or not. The only thing that distinguished his appraisals is that he actually took the time to post to so many of them... and many of those by and large ARE *GARBAGE*. I don't think that's a secret... its true!
Izopod, if I was somehow able to flip a switch in your head that compelled you to contribute to 85%-95% of the appraisal threads you read, I have to say you'd probably earn the self-same "reputation" for being "harsh". You'll have your favorites sprinkled throughout of course, but people would get squeemish at the reems of "honesty" you'd toss out. "Man, Izopod is tough", they'd say. If you only comment "positively" on things, I think that gives a BAD impression... much worst than a simple assessment. Someone once said that sometimes "no appraisal" is an appraisal of its own... I think a $0 appraisal or even a "reg fee" appraisal is still very important no matter how frequent. --As long as its honest.
There is a distinction between honesty and *ACCURACY* of course. The latter, in the eye of the beholder with regards to appraisals. While anyone can debate whether he should have been banned or not, in my opinion, I think both you and Nameslave are wrong to say that he was somehow making a "joke" out of the system just for contributing his opinion. It's not as if he was heckling and jeering people with derogatory comments (unless I missed them.) He just tossed out the number he felt a name was worth.
Criticizing people for that doesn't exactly encourage participation in the current format. If there is a better way to give appraisals, I'd certainly like to see both of you describe how it should be, and how people can strive to adhere to it on a regular basis (without destroying volume with amorphous and unwieldy considerations at every turn.)
